Sir Robert served as the Member of Parliament for South Swindon from 2010 to 2024 in notable roles such as:
Lord Chancellor and Secretary of State for Justice (2019–2021), overseeing the UK’s justice system.
Solicitor General for England and Wales (2014–2019), providing legal advice to the government.
Secretary of State for Wales (2022), representing Welsh interests at the cabinet level.
Minister of State for Prisons (2019), managing prison and probation policy.
His parliamentary work included serving on the Justice Select Committee, Standards Committee, and Joint Committee on Human Rights, reflecting his commitment to legal and ethical governance. Before entering politics, Sir Robert practised as a barrister in Wales from 1992 to 2010, specialising in criminal law at Crown Courts in Swansea, Cardiff, Merthyr, and Newport. Called to the Bar at Inner Temple in 1991, he was appointed Queen’s Counsel (now King’s Counsel) in 2014 and elected a Master of the Bench of Inner Temple. He also served as a Recorder (part-time judge) in the Crown Court from 2009, demonstrating his deep understanding of the judicial system.
In 2025, Sir Robert was appointed the Church of England’s Third Church Estates Commissioner, chairing key committees on mission, pastoral, and church property matters. He was also named an honorary canon of Bristol Cathedral in 2024, underscoring his dedication to public service.
He is a Visiting Professor in Practice at the London School of Economics (LSE) Law School and has held this position since September 2025. In this position, he guides the academic and professional development of students and scholars by drawing on his extensive experience as a former senior government minister and barrister. He is also a Senior Fellow at the Mossavar-Rahmani Center for Business & Government at Harvard Kennedy School, a member of the Chartered Institute of Arbitrators and a LLD (hon.) of Bangor University.
Sir Robert is a graduate of the University of Durham (Law, 1990) where he was President of the Durham Union Society and Secretary of the Junior Common Room. He was knighted (KBE) in 2022 and received the Grassroot Diplomat Initiative Award in 2013 for his advocacy for children with special educational needs, particularly autism.
