We are delighted to announce the appointment of Honourable Justice Samia Cécile Bella Andre to Deputy President (Hon.), ICDRO – International Commission of Dispute Resolution ONLINE

Justice Andre presently serves as Justice of the Court of Appeal of Seychelles, a position which highlights her immense dedication to judicial excellence and the fair resolution of disputes. 

Where not conflicted, Justice Andre will provide assistance to ICDRO's ADR mission for the promotion of ADR policy development in states and corporates as well as in its other activities.

Over the course of more than two decades serving in Seychelles' judiciary, Justice André has risen from State Counsel to one of the country's most respected appellate judges, earning a reputation for outstanding leadership, sharp analysis, and delivering quality judgments in complex civil and commercial disputes.

Justice Andre is also a judge at the COMESA Court of Justice and is a doctor of laws candidate at the University of Cape Town and a prospective CIArb member.

We are delighted to welcome back Dr Paul Chiy to ICDRO in the role of Vice President (Hon.).

Dr Paul Chiy is an English barrister, arbitrator, solicitor-advocate, chartered legal executive and academic with more than 18 years’ legal experience. He holds full rights of audience before all courts and tribunals in England and Wales, as well as practising rights in France and the Central African region.

He is a Fellow of the Chartered Institute of Arbitrators (FCIArb) and the Chartered Institute of Legal Executives (FCILEx). He has served as a Deployable Civilian Expert to several UK government departments, including the Ministry of Defence and the Foreign, Commonwealth & Development Office.

Dr Chiy is the current Chair of the Association of Qualified Legal Representatives and a former Lay Magistrate on the Cambridge Bench (retained on the Lord Chancellor’s Supplementary List).

His practice covers public, regulatory and commercial law, with particular expertise in business, company and commercial disputes. He is recognised for his empathetic yet resolute approach to client matters.

In addition to his legal practice, Dr Chiy is the founder of the Opportunity Foundation, a social-enterprise charity dedicated to advancing social mobility and meritocracy in the legal, medical and engineering professions. See full bio…

We are honoured to welcome the Rt. Hon. Sir Robert Buckland KBE KC, as Senior Consulting Partner and Deputy President of ICDRO. Sir Robert brings to ABS&P extensive expertise in criminal law, public policy, and advocacy. A former UK Lord Chancellor and Secretary of State for Justice of the UK, he was called to the Bar in 1991. He became King’s Counsel in 2014 and a Recorder in the Crown Court from 2009. He is a bencher of the Honourable Society of the Inner Temple. A Durham Law graduate (1990), he was knighted in 2022 and received the Grassroot Diplomat Initiative Award in 2013 for advocating for children with special needs. He is a member of the Chartered Institute of Arbitrators. His extraordinary expertise as a senior independent consulting lawyer at ABS&P, strengthens our delivery capabilities in the fields of asset recovery, dispute resolution, litigation, and state/corporate policy advisory.

Jane is a non-practicing solicitor, CEDR-accredited, CMC-registered, IMI-certified international mediator, and a past President of the Chartered Institute of Arbitrators (CIArb). An internationally recognised mediator, conflict strategist, and author, she brings over 25 years of experience in high-value and sensitive commercial and workplace disputes.
